Congregation On The Morals Of Bishops is a committee of three cardinals, two bishops; four prelates, and a secretary (the pope's auditor), instituted by Innocent XI, to see that churchmen who are raised to the episcopal, or any other, dignity in the Church, should be men of virtuous and regular lives.
